Women & Children Resilience (WCR) Indonesia is an Indonesia-based organization focused on strengthening the resilience of women, children, and young people in facing social crises, gender-based violence, digital challenges, and increasingly complex social changes at the local, national, and global levels. The organization is built upon a multidisciplinary approach that integrates human rights protection, community capacity building, institutional reform, and the development of sustainable protection systems.
Women & Children Resilience (WCR) Indonesia was established out of a deep concern and strong commitment toward women, children, and adolescents, particularly in response to the increasingly complex challenges they face amid growing global interactions and the rapid advancement of technology. The founders of WCR Indonesia have more than 20 years of experience in addressing issues related to women and child victims of violence, marked by the establishment of the P2TP2A of DKI Jakarta Province under Governor Decree No. 64 of 2004, which has since been replicated throughout Indonesia alongside the evolving policies introduced by the Indonesian government. The founders of WCR Indonesia hold a very strong commitment to this movement as a humanitarian social movement dedicated to women and children.
WCR Indonesia was established as an actual manifestation of the concern and dedication of women and children protection practitioners, academics, researchers, and law enforcement officers who possess extensive experience in addressing violence against women and children, strengthening the justice system, developing public policies, and continuously enhancing the capacities of both state institutions and civil society. With this strong foundation, WCR Indonesia has grown into an organization that not only engages in social advocacy, but also serves as a strategic partner in policy development, research, training, and the strengthening of collaborative cross-sector protection systems for women and children.
The primary vision of WCR Indonesia is to build strong resilience among women, young people, and children in facing various forms of crises and the increasing complexities of life, particularly in the digital era. To realize this vision, WCR Indonesia has established several missions: to respond to and identify the vulnerabilities faced by women, young people, and children within increasingly complex individual, family, community, national, and global contexts, especially in the digital age; to conduct advocacy and build collective movements aimed at improving the quality of life of women, young people, and children so they are prepared to face diverse threats and crises; to carry out research and studies on the resilience of women, young people, and children in support of sustainable development; to provide training and capacity-building programs to address issues affecting women, young people, and children so they can develop strong resilience; and to serve as a foundation for women’s empowerment and child protection through preventive, curative, rehabilitative, and promotive approaches.
In implementing its programs, WCR Indonesia prioritizes survivor-centered, trauma-informed, human rights-based, gender-sensitive, and institutional strengthening approaches. These approaches are applied both in victim assistance programs and in the capacity-building of law enforcement officers and social service institutions. WCR Indonesia believes that the protection of women and children cannot be carried out partially, but instead requires an integrated system involving the state, society, and both national and international communities.
One of WCR Indonesia’s key strengths lies in its experience in building collaborations with national and international institutions, including the United Nations Development Programme (UNDP), the UNDP Seoul Policy Center, the Korean National Police Agency, ministries, local governments, academic institutions, and the Indonesian National Police Education and Training Institute (Lemdiklat Polri). The founders and management of WCR Indonesia are individuals with strong commitment and unquestionable empathy in responding to global challenges related to women and children’s issues, which continue to evolve both in terms of modus operandi and forms of violence.
WCR Indonesia is also widely recognized for its active role in strengthening the capacity of law enforcement officers in handling gender-based violence, particularly Technology-Facilitated Gender-Based Violence (TF-GBV). In collaboration with international partners and police institutions, WCR Indonesia has been involved in training investigators from the Women and Children Protection Unit (PPA) and police cyber units in areas such as gender-based investigations, victim handling, electronic evidence collection, cyber investigations, and victim-centered investigation approaches.
Through collaboration with the Indonesian National Police Education and Training Institute (Lemdiklat Polri) and the Metro Jaya Regional Police (Polda Metro Jaya), WCR Indonesia has facilitated Training of Trainers (ToT) programs and technical guidance for hundreds of police investigators in handling Technology-Facilitated Gender-Based Violence (TF-GBV) cases. These programs brought together representatives from the police force, international institutions, medical professionals, psychologists, academics, and civil society organizations to build a case-handling system that is more responsive to victims and adaptive to the rapid development of digital technology. WCR Indonesia has also been actively involved in the development of training modules on Sexual Violence Crimes (TPKS) and TF-GBV prepared by Lemdiklat Polri in collaboration with UN Women and UNDP.
In addition to strengthening the capacity of law enforcement agencies, WCR Indonesia is actively engaged in public education and community empowerment through programs on anti-human trafficking prevention, digital safety education, family resilience strengthening, stunting prevention, and increasing public literacy regarding gender-based violence.
At the international level, WCR Indonesia also actively participates in global forums related to the protection of women and children and the prevention of digital gender-based violence. The organization has served as a speaker at the “Global Policy Dialogue to Advance the Prevention and Elimination of Technology-Facilitated Gender-Based Violence” in Seoul, South Korea, organized by the United Nations Development Programme (UNDP) and the Korean National Police Agency. During the forum, WCR Indonesia shared Indonesia’s experience in building collaboration among civil society, government institutions, and law enforcement agencies in addressing TF-GBV.
With its extensive collaborative network, experience in strengthening institutional capacities, and proven track record in the protection of women and children, WCR Indonesia has grown into an organization with a strategic role in supporting the development of a more professional, inclusive, and equitable protection system. The organization focuses not only on responding to cases of violence, but also on building the resilience of women and children through education and training, research, institutional strengthening, and sustainable social transformation.
